Walter Kincaid is a registered sex offender with numerous arrest warrants. He is an absconded sex offender and is out of compliance. His convicting offense was for 314.1 PC - indecent exposure, and has been arrested for many similar offenses. His current location is unknown, but he has been contacted in California, Washington, Idaho, and other western states. Kincaid has previously lived in San Luis Obispo County.
